On 13 June 2026, at the Türkiye Artificial Intelligence Summit in Istanbul, President Recep Tayyip Erdoğan unveiled the country's new AI Action Plan — a 2026–2030 roadmap to expand Türkiye's digital capacity and carry it into the league of leading nations in artificial intelligence. The summit was held at Tersane Istanbul, a historic shipyard whose foundations date back to the era of Sultan Mehmed the Conqueror — a fitting backdrop for a plan that treats digital sovereignty as inseparable from political, military, and economic power.
Investment and infrastructure sit at the core. The plan aims to mobilize at least $10 billion — mainly private-sector — for data centers, cloud computing, and AI infrastructure, and to raise Türkiye's installed data-center capacity to at least 1 gigawatt by 2030. At least 2% of public investment programs will be allocated to AI projects, and new regulations will require data centers to meet international standards and energy-efficiency requirements.
Data and governance come next. A National Data Library will make at least 2,000 public datasets — spanning health, agriculture, defense, and e-commerce — available to citizens and researchers. The plan promises a proportional, risk-based regulatory framework that protects users' rights while giving investors predictability. It is built on four pillars — 'discover, benefit, produce, and govern' — each with four complementary actions.
Talent and literacy round out the roadmap. Türkiye will train 10,000 advanced AI specialists and 100,000 AI application professionals, and launch a National Artificial Intelligence Literacy Program, with workshops in all 81 provinces aiming to reach 5 million citizens within two years. Erdoğan cited Türkiye's 5G launch, its Cybersecurity Presidency, the indigenous Turksat 6A satellite, and an innovation base of more than 1,700 R&D centers, 114 technoparks, and over 13,000 technology companies as foundations for the push.
